
Shelly has been instrumental in the Moorhead downtown revitalization project, a large-scale effort to transform the area around the former Moorhead Center Mall site into the heart of the community, with a vibrant, mixed-use hub of housing, retail, and public spaces.

Moorhead's new community center and library project, nicknamed "The Loop," is a combined, two-story, $41 million facility scheduled to open in 2026. The project is designed to be a modern, flexible community hub that promotes gathering, learning, and recreation.

A key component of addressing safety and traffic concerns in Moorhead, the $171.6 million 11th Street underpass project will shift traffic away from the trains north of downtown. Scheduled for completion in 2026, it is a vital part of the city's economic growth.

The $10 million Romkey Park project aims to enhance outdoor recreational offerings by replacing expanding recreational opportunities and reconstructing the Moorhead Pool. The project is funded using a $5 million federal grant as well as city funds.

During Shelly's tenure as Chair of the Metro Flood Diversion Authority (MFDA) in 2021, she helped secure the remaining $431 million in federal funding. The MFDA is a $3.2 billion flood mitigation project which will provide permanent, reliable flood protection for the FM area.

The $1.1 million renovation of historic Matson Field includes construction of a new elevated concrete grandstand, press box, and backstop netting system. The project’s design accommodates future amenities like restrooms, concessions and shade structures.
